The Mid Mon Valley Intergovernmental Cooperative

The Mid Mon Valley Intergovernmental Cooperative is an initiative of the Mon Valley Progress Council to provide an ongoing forum for Mid Mon Valley local governments to work on projects and ideas that promote intergovernmental cooperation.

Established by local ordinances in 2013, the Cooperative currently has nine member local governments.

The purpose of the Cooperative is to address severe challenges faced by local governments to provide basic municipal services to their economically distressed communities with declining populations. 

Primary accomplishments of the Cooperative

Capacity Building Forums

Training sessions are provided for local government staff at no cost. The sessions are held from 11:30am to 1:00pm (generally the second Friday of the month on a bimonthly schedule) at convenient locations in the Mid Mon Valley and include lunch.

Capacity building session topics have included:

  • County planning departments, CDBG’s, and Municipalities
  • PennDOT municipal services
  • Records management and retention and open records
  • Municipal financial management software and training
  • PA COSTARS purchasing and PennDOT signage
  • PennDOT presentation: signage and road bonding
  • Blighted property issues
  • Role of the municipal solicitor
  • Best practices in budgeting
  • Municipal Energy Audits, Usage and Conservation
  • Marcellus Shale
