Mid Mon Valley Regional Enterprise Zone
Strategic Plan

Central to the role of the Mon Valley Progress Council is exploring and implementing strategies that promote regional solutions to economic development challenges faced in the 35-community area of the Mid Mon Valley.

The Commonwealth of Pennsylvania’s Department of Community and Economic Development (DCED) has an array of economic development programs including the Enterprise Zone (EZ) Program. Created over a decade ago, the EZ Program in recent years has been revised to promote a more targeted approach for creation and retention of jobs in commercial and industrial target areas of participating communities. Like most DCED programs, applicants are encouraged to submit multi-community proposals.

In April 2006, the Progress Council sought and secured a planning grant under the EZ Program. A resolution of participation was developed and distributed to Mid Mon Valley communities that could qualify for participation in the EZ Program. Of those communities, nine (9) passed the resolution and opted to participate. Participating communities include:

  • Brownsville
  • Belle Vernon
  • California
  • Charleroi
  • Donora
  • Monongahela
  • Monessen
  • North Charleroi
  • Speers

DCED approved the Mid Mon Valley Regional Enterprise Zone's Strategic Plan in April 2009 thus qualifying businesses for special tax benefits, the lowest interest rates available on state-sponsored loan programs and special consideration under state grant programs. Participating communities also benefited by receiving special consideration for state assistance programs for projects in EZ target areas.
